I suspect the question is what the variable HkOneSided means in https://www.mathworks.com/help/comm/examples/fbmc-vs-ofdm-modulation.html and how the values for it were determined.

This is how you define a variable. That is the name of the variable. If you don't understand this very basic concept, then it is time for you to read the getting started tutorials.
Really, it is ok to read the manual. You might learn how to use the language.

The documentation indicates that the filter coefficients for FBMC were chosen according to the recommendations at http://www.ict-phydyas.org/
