You need to launch MATLAB for running .m files. You can use MATLAB compiler for creating an exe from the .m file. All applications created with MATLAB Compiler use the MATLAB Runtime, which enables royalty-free deployment to users who do not need MATLAB. You can package the runtime with the application, or have your users download it during installation. If MATLAB is installed on your target machine, the MATLAB runtime will be already installed.
