what do I do withe error 8 in trying to activate Matlab 2016a

Matlab was running well on my XPS 15 9550 Windows 10 Pro 64-bit platform untill the SSD died. I now have an Asus Zenbook S UX291A running Windows 10 Pro 64-bit version 1809 build 17763.194.
Matlab installs properly but will not activate with my license_standalone.lic file. I have attached a screen capture of the error screen.
