if we have an array a= [1,2,3,1,2,3,4,1,2] and second array b=[1,2]
we want to know what is the number of occurrences that b are in a
which means the answer should be 3.
then how to write that using for loop?

Unless you absolutely must use a loop, use the strfind (link) function:
a = [1,2,3,1,2,3,4,1,2];
b = [1,2];
c = strfind(a,b);
Result = numel(c)
producing:
Result =
3
