You can set the Sensor property to something like phased.IsotropicAntennaElement and it will generate clutter accordingly.

I believe constantGammaClutter function is restricted to Pulsed radar. Not sure if it will work if you set the output Format to “Samples” and the PRF to the beat frequency?
