How to come up with an objective function for lsqcurvefit?

Given X (1x199) and Y(1x21) and Z(21x199) are the results of the CFD experiment. I am trying to adapt https://www.mathworks.com/matlabcentral/answers/119001-2d-data-fitting-surface to my case but it seems that the objective function declaration requires a good guess. Any suggestions?
