Configure Model Functions button opens no popup window

I am running Matlab R2017b with Simulink Coder and Embedded Coder. I follow the instructions in the built-in documentation to configure the interface of the generated C code. In the Configuration Parameters dialog, I change the Code Generation system target file to "ert.tlc" on the Hardware implementation pane, then I go to the Code Generation->Interface pane and click on the Configure Model Functions button. The button is not greyed out, and it responds graphically to being pressed. However no popup window is shown. I have tested on another computer, where it worked. Both computers run Windows (my computer runs Windows Enterprise 10). See attached screenshot.
I guess this is a bug that has something to do with my configurations for Matlab/Simulink. Is this a known bug and what can be done to circumvent it?

Problem solved: I was missing the Embedded Coder floating license.
