Error using Simulink, can't even make new model or open an existing one

There is an error due to a specific DLL.
Currently the development team is trying to find the cause.
A bug geck was created for further discussions.
Actually the workaround is to install Visual Studio Express 2017, then uninstall and reinstall MATLAB.
