On my iMac Pro, Matlab 2019b just cannot open.

After installation and activation on my IMac Pro, Mathlab does not open end I have not error code

Is your Mac running Catalina? There have been problems with Catalina.

This is not (directly) a licensing problem: if it were then MATLAB would have displayed the license error.
This is much more likely to be an installation difficulty, especially with regards to MacOS Catalina.
