I have not found a satisfactory solution to this problem specifically for Ubuntu.

I second that frustration (windows user). doc [functionName] is slower than opening a browser and searching the documentation directly. I don't think it takes 10 seconds but the load time is long enough that I avoid it.
Also it drives me crazy when I accidentally press F1 while Matlab is in focus. This opens a documentation window that also takes several seconds to load and prevents you from doing anything with matlab during that time. The Esc key is often used and F1 is right next to it so I make this mistake several times a session.

This has been a known error. Currently there isn't any workaround available for MATLAB R2019a but it was scheduled to be rectified in MATLAB R2019b. I suggest you to upgrade MATLAB to R2019b to resolve the issue.
