fmincon fails to find a feasible solution

I am trying to use fmincon to find a local minimum of a given function. My script ends with an error:
"Converged to an infeasible point. fmincon stopped because the size of the current step is less than the value of the step size tolerance but constraints are not
satisfied to within the value of the constraint tolerance.".
Is there a way how to avoid this problem. The solution given does not satisfy the constrains given. My script is in the attachment. Any suggestions will be appreciated.
