MAT-files become associated with Microsoft Access (Run-Time)

This question is similar to Why have all my MAT-files become associated with Microsoft Access?

All my .mat files are converted to Microsoft Access shortcuts and I can do nothing to restore Matlab as default software.

I wanted to know if someone has figured out a solution for a computer that has MATLAB Runtime Library installed (MCRInstaller.exe), but not the MATLAB development environment.

I am running R2018a and do not get a option to choose MATLAB in "Choose default app by file type" windows 10 settings.
