Caffe installation and mex error

I am attempting to runan older neural network program from here, in the Deep Kernal Learing section at the bottom. The file provided includes GMPL and caffe (at least has a caffe and matcaffe folders), though I have also tried downloading caffe on my own via Docker and the windows version. I am running Matlab 2015a and windows SDK 7.1 as required. The instructions say to run the commands 'make' and 'make matcaffe', but with 'make' I get
Error using mex
LINK : fatal error LNK1181: cannot open input file 'libmx.lib'
LNK1181 means it can't find the file, though it exists and is in the path.
I'm also not sure if I have caffe's dependencies right. The website says it needs a BLAS and Boost, so I have downloaded those and done my best but the instructions were't clear at all on how to install them, and I don't know how to check them.
Any help with this issue or a nudge in the right direction if I missed something else is greatly appreciated
