1. Load the data. For this use csvread, readtable.

This response might sound cruel at first, but the point is an important one:

Filtering and other mathematical operations do not care where you got the data. And therefore the problem can be divided into two parts: read the data, and then do the processing.

I would add readmatrix() to the list of ways to read csv data, provided that all of the columns are purely numeric.
