Can I run the new motor control toolbox with a home licenced matlab/simulink?

It doesn't look like it's avaiable - MATLAB Home - MATLAB & Simulink (mathworks.com) Click the see available products button. I'd encourage you to send a message to support@mathworks encouraging them to add it!

You can check the products you are licensed to by Navigating to https://www.mathworks.com/licensecenter/licenses and Click on your license and see if you have Motor Control Blockset listed under Manage Products.
