how to measure duty cycle from continues varying frequency ....?

1. for pulse generator The frequency is 1khz that is (1e-3) and the sampling time for meanphasor block is 0 sec then the output is 0.7 duty cycle

2. if I change the value of sampling time in meanphasor block from continues(Ts=0 sec) to discrete(Ts=1e-3) but the duty is 1 which is constant , so i want to know if i change the frequency at pulse generator the duty cycle should be remain constant ..?
