How can i write that function to be iterative in Matlab?
Array_list=(rand(size,Dim).*(Up-Low)+Low)
result_list=(rand(size,1).*(Up-Low)+Low)

It's not entirely clear what you're aiming to do here - doesn't 
just reduce to 
?

If I had to bet, the expression was written incorrectly. The goal is probably to form the expression
sum(array_list./result_list)/sum(1./resultlist)/2
thus with a sum in both the numerator and denominator.
Regardless, it is not clear what is to be iterative about this anyway.
