How i want to fix missing simulink toolbars

I already reinstall matlab due to missing simulink toolbars and also follow this step but nothing happen. How iwant to fix it?
- Refresh the file system caches using the following commands: >> restoredefaultpath. >> rehash toolboxcache.
- Run the following command to rebuild Simulink and Library menus and toolbars: >> sl_refresh_customizations.
- Close all the instance of MATLAB and then restart.

I have the same problem with the toolbar (see the screenshot) in MATLAB R2021a (Windows 10). I have checked that there is no problem with the license. Any idea?
