vgg16 not installed as Deep learning toolbox has missing this package

vgg16 requires the Deep Learning Toolbox Model for VGG-16 Network support package. To install this support package, use the Add-On Explorer.

How can we run the program without package installed? Is there any solution?

The solution is to install the free support package using the Add-On Explorer. If for whatever reason you can't use the Add-On Explorer you could download it directly from the File Exchange.
