While installing the VEX Microcontroller Support Package, why do I get an error, 'Download Failed: Connection refused: connect'?

I have installed MATLAB and Simulink (R2014a) successfully but when I try to install the VEX support package it gives me this error:
I have tried multiple times to re-install with no success.
How do I resolve this problem?
