What does "can not opened[sic]" mean in this context?
- Do you receive warning and/or error messages? If so the full and exact text of those messages may be useful in determining what's going on and how to avoid the warning and/or error.
- Does it do something different than what you expected? If so, what did it do and what did you expect it to do?
- Did Stateflow Online crash? If so please contact Technical Support and let them know exactly when you tried to start Stateflow Online so we can investigate.
DId it fail to open once or is it failing to open repeatedly (have you tried opening it again after a short time?)

Could you confirm that you have Stateflow installed on your desktop and that you used the Launch in Browser workflow on the course page to open it in MATLAB Online?

Hi Mustafa,
Seems like I am able to access Simulink Onramp via MATLAB online just fine. I recommend you to try switching browsers & disabling content blockers (if any).
