How to use Temperature control valve (TL) in Simscape properly?

Hi,
I am trying to make a model using Simscape thermal liquid components. The model will circulate a fixed volume of liquid between two tanks in a closed loop way. At the start of the simulation liquid will flow from tank 1 (T1) to tank 2 (T2). In T2, there is a constant heat source to heatup the liquid. After certain temperature increase in T2, liquid will flow from T2 to T1, while liquid will continue flowing from T1 to T2. There are two constant mass flow sources (TL) on both paths to pump liquid.
I am trying to use the Temperature control valve (TL) on the path from T2 to T1 to achive this. But, it's not working. I have used the mass flow source before the Temperature control valve but the slover is giving error. The model is in attachment. I would appriciate any help.
Thank you for your time.

I saw mass flow rate sources in your model right before the control valve. The source will force the prescribed amount of flow through the system no matter what, as it is an ideal source. Therefore the control valve won't be able to regulate the flow. Try pressure sources instead. This way, when the valve closes, the flow can be reduced even if the pressure remains.
